Overview
The Department of Health Care Services (DHCS) has established Centers of Excellence (COEs) to offer training and technical assistance and fidelity monitoring to behavioral health providers and county behavioral health plans (BHPs) implementing Evidence-Based Practices (EBPs).
Specific activities conducted by COEs will include:
- Training.
- Certification and Medi-Cal Designation for specific EBPs.
- Technical assistance.
- Fidelity monitoring.
- Other supports to deliver EBPs through a culturally sensitive lens.
Centers of Excellence
The following organizations have been selected to serve as COEs. Additional information about each COE will be available in the spring of 2025.
The Public Mental Health Partnership at the UCLA Semel Institute for Neuroscience and Human Behavior
About: The Public Mental Health Partnership (PMHP) at the UCLA Semel Institute for Neuroscience and Human Behavior specializes in partnered implementation to improve quality of care in community contexts. Led by Elizabeth Bromley, M.D., Ph.D., PMHP builds reliable and reciprocal strategies with community, county, and state policy partners to address disparities experienced by those with severe mental illness. PMHP is housed in the Center for Health Services and Society which has for decades pursued pioneering community partnered participatory research that builds equity and improves mental health care quality by centering in rigorous research the voices of community members and the organizations that serve them.
Clubhouse International
About: Clubhouse International is the only global mental health nonprofit that expands and enhances recovery opportunities for people living with a mental illness by integrating the proven recovery model – the Clubhouse Model of psychosocial rehabilitation – into community-based approaches worldwide. Our network has grown to over 370 Clubhouses in 33 countries.

Early Psychosis Intervention California
Evidence-Based Practice: Coordinated Specialty Care for First-Episode Psychosis (CSC for FEP)
About: Early Psychosis Intervention California’s (EPI-CAL) goals are to support provision of high-quality early psychosis care to all Californians and to promote recovery and better outcomes through a learning health care network approach. EPI-CAL is an initiative that represents a partnership between the state, counties, providers, and academic institutions.
The IPS Employment Center at RFMH, Inc.
About: The IPS Employment Center has provided IPS training to states, countries, and programs for over twenty years. We partner with researchers to ensure that our training remains up-to-date and research based. Trainers at the IPS Employment Center have experience working as IPS specialists, IPS supervisors, and vocational rehabilitation counselors.
FFT LLC
About: FFT LLC is the organization created by the founder of FFT, Dr. Jim Alexander. FFT LLC has been training and certifying FFT teams for over 25 years. FFT LLC currently works with agencies in 40 states and 11 countries.
MST Services, LLC
About: MST Services, licensed by the Medical University of South Carolina, is the organization responsible for disseminating Multisystemic Therapy with clinical fidelity. MST Services supports the implementation and ongoing fidelity of MST worldwide by charging standard fees for program development, intellectual property licensing, ongoing training, support, and quality assurance.
PCIT International
About: PCIT International is a non-profit organization with the goal of fostering children’s well-being through the effective delivery of PCIT. Originally founded by the developer of PCIT, Dr. Sheila Eyberg, PCIT International is the world-wide leader in PCIT practice and implementation.
